Ukraine Achieves Top Scores in 2026 Integrity and Anti-Corruption Review – NACP Infographic 04/08/2026 04:06 Ukrinform The Organisation for Economic Co-operation and Development (OECD) has presented the 2026 Integrity and Anti-Corruption Review across 37 member states and 25 partner countries, with Ukraine receiving some of the highest ratings in nearly all areas.

As reported by Ukrinform, this was announced by the National Agency on Corruption Prevention (NACP).

The Review is based on data collected through the OECD Public Integrity Indicators and provides an analysis of anti-corruption strategies, lobbying institutions, conflicts of interest, political financing, and transparency of public information.

The document also presents new assessments of mechanisms for ensuring integrity in judicial and disciplinary systems, as well as approaches to managing corruption risks in public procurement. The analysis focuses, in particular, on measuring and comparing levels of regulatory framework and practical implementation of standards in each area.

In almost all domains, Ukraine has received some of the highest ratings, which are generally higher than the average among OECD member countries.

For instance, regarding standards for the strategic framework, Ukraine meets 73% of regulatory criteria and 80% of implementation criteria, whereas OECD countries, on average, meet 38% of regulatory criteria and 32% of implementation criteria.

Ukraine also ensures a high level of sustainability in the implementation of strategic anti-corruption documents.

In the implementation of regulatory (80%) and implementation (89%) criteria in the area of lobbying, Ukraine is a leader, alongside Canada, France, and Estonia. Unlike most OECD member and partner countries, Ukrainian legislation provides for the transparency of information on beneficial owners and sanctions for violations of lobbying activities, and the Transparency Register contains the most comprehensive set of data on lobbying entities, their activities, and expenditures (a similar situation exists only in Romania).

When assessing the area of conflict of interest, the OECD points to a developed system of electronic declarations, which allows for the verification of officials’ assets based on a risk-oriented approach. In the Review, the organization’s experts specifically highlighted the high level of declaration submission by the judiciary. While there is full compliance with the regulatory criteria for conflicts of interest, practical implementation indicators are met at two-thirds.

The regulatory framework for controlling political financing fully (100%) meets OECD requirements, while implementation is achieved at 71%. Ukraine is among the third of states, including OECD members and partners, where political parties are obligated to adhere to transparency and financial reporting requirements.

In terms of ensuring integrity among representatives of the judiciary, Ukraine meets 97% of regulatory criteria and 92% of practical implementation criteria. This is one of the best indicators among all monitored countries. In the area of integrity of prosecution bodies, these figures are 69% and 79% respectively (compared to OECD averages of 66% and 52%).

The OECD noted that while indicators in this area are slightly lower, they still exceed the average among the organization’s member countries. However, experts pointed out that the selection procedure for prosecutors is generally competitive and transparent, but in terms of appointments to leadership positions for both judges and prosecutors, it is not fully meritocratic.

In developing the disciplinary system for civil servants, Ukraine meets 92% of regulatory criteria and 33% of practical implementation criteria (OECD averages are 66% and 22% respectively). According to experts, the state notably lacks an electronic system for managing disciplinary cases that would allow for easy searching and automated analysis of relevant information.

According to the Head of NACP, Viktor Pavlushchyk, the new OECD assessments confirm the high quality of Ukraine’s anti-corruption policy design and the adequate level of implementation of integrity governance standards of developed countries.

“At the same time, given the advanced regulatory framework, we should focus on the operational component, improving the practical application of the created rules and procedures. This will allow us to transform the best public administration standards into high living standards for citizens. Moreover, the current indicators are a reliable foundation for deepening Ukraine’s integration into key OECD initiatives and the organization as a whole,” Pavlushchyk noted.

On March 25, the Cabinet of Ministers of Ukraine sent an official letter to the OECD requesting accession to the OECD Council Recommendation on Public Integrity, attaching information about Ukrainian legislation, policies, and practices that align with the provisions of this legal instrument. The NACP initiated the accession procedure, playing a leading role in analyzing the current legislative framework.

The Recommendations include international standards for building public integrity based on the principles of forming a comprehensive integrity assurance system, fostering an appropriate culture in the public sector, and ensuring effective accountability. One of the key tools for measuring the implementation of these principles is the Public Integrity Indicators – an initiative that involves collecting and summarizing data, enabling countries to compare their results with OECD averages and other countries.

Ukraine is one of the first non-OECD member and associate countries to join the “Public Integrity Indicators” initiative and provide data across four data blocks (quality of the strategic framework, accountability in policy-making, effectiveness of internal control and risk management, and integrity of judicial and disciplinary systems). Notably, Ukraine demonstrated high performance (above OECD averages) for most of the criteria for which data was collected.

As reported by Ukrinform, over 70% of Ukrainians receive information about corruption from social media, about half of which contains elements of disinformation.
